The Xbox Live starter kit comes with the Xbox Communicator. This device enables you to speak to other players in team-based games and talk all sorts of smack against opponents. It's a relatively well-made device that's comfortable for gamers with small- to medium-sized heads. Gamers with larger heads will be able to wear the Communicator securely, but it will feel a bit uncomfortable. Thankfully the connection uses a standard jack and there are many mobile phone headsets that will fit gamers with large noggins.
Microsoft required that all Xbox Live multiplayer games use the Voice Communicator. At this time, the majority of Xbox Live titles use it for chatting, but future games will have more creative uses for the voice capabilities of the device.
